Getting the Cost Right

You wouldn't build without architectural plans, right? So why would you build without a cost plan?


We can assist you in putting together your budget early in the process.


Cost Planning involves preparing construction estimates and revisiting those estimates at regular intervals to ensure you are still on budget. It can begin right when you first have an idea and continue right to project completion.


Of course, you may just need one-off estimates. Maybe it's to get an idea of cost or QS Cost Reports may be required by your bank or local council, or maybe you want to check a builder's price.

Council Quantity Surveyor Section 94A Cost Reports

Once a project reaches a certain value (usually $500,000 but some councils have a higher minimum), most NSW councils require a "Registered Quantity Surveyor's Cost Report" be included as part of the Development Application (DA) or Construction Certificate (CC). Councils require this to ascertain the value of the project so the fees and contributions (Section 94A) attributable can be calculated. 


This service includes:-

  • Reviewing the plans which are to be submitted as part of the DA or CC;
  • The preparation of an estimate generally in accordance with the Australian Cost Management Manuals from the Australian Institute of Quantity Surveyors;
  • Calculating the development costs in accordance with the definition of the Local Council
  • The inclusion of GST in the calculation;
  • Measurement of  Gross Floor Areas in accordance with the Method of Measurement of Building Areas in the AIQS Cost Management Manual Volume 1, Appendix A2.
  • Populating and signing the forms required by Council
